Overview

At Fosterful, our Program Manager will lead the Caregiver Support Project, a vital initiative to enhance the stability and well-being of foster children in Southwest Washington, by providing comprehensive support to their caregivers. In this role, you'll hire and guide a dedicated team of supervisors and staff, all while developing and implementing strategies that champion diversity, equity, inclusion, and trauma-informed practices. You'll oversee the creation of personalized caregiver support plans, facilitate ongoing training and professional development, and ensure effective resource management. Your efforts will help maintain high standards of case management. Additionally, you'll monitor child safety, step in during crises to prevent placement instability, and work closely with senior management to develop budgets and policies. Benefits

This is a full time position at $75,000 - $79,000 annual salary, located in Vancouver, WA. A benefits package, parking and phone stipend will be included.

  • Phone stipend of $50, reimbursed monthly
  • Health benefit reimbursement package of up to $450 per month
  • PTO accrued at 10 hours per month
  • Sick leave accrues in accordance with Washington State law- one hour per every 40 hours worked

Responsibilities

  1. Program Oversight and Management
    1. Reporting to the Executive Director, lead and manage the Caregiver Support Project, ensuring alignment with Fosterful’s goals and compliance with regulations.
    2. Develop and implement program strategies with a focus on diversity, equity, inclusion (DEI), and trauma-informed practices.
  2. Supervision and Leadership
    1. Supervise six program supervisors, providing monthly supervision, guidance, and performance evaluations.
    2. Support supervisors in managing their teams, which include behavioral case aides and case managers.
  3. Individualized Support and Case Management
    1. Oversee the creation and implementation of individualized support plans for caregivers and foster children.
    2. Ensure case management services are culturally responsive, effective, and trauma-informed.
  4. Training and Development
    1. Coordinate and provide ongoing training for supervisors and their teams on DEI and trauma-informed practices.
    2. Identify and facilitate professional development opportunities.
  5. Resource Coordination
    1. Manage access to community resources and services for caregivers throughout Clark County, Cowlitz County, Skamania County and Wahkiakum County (SW Washington).
    2. Maintain partnerships with external agencies to support the needs of caregivers and foster children.
  6. Data Management and Reporting
    1. Ensure accurate documentation and analyze program data for effectiveness and improvement.
    2. Prepare and submit performance reports to senior management.
  7. Quality Assurance and Improvement
    1. Implement quality assurance measures and conduct regular audits.
    2. Continuously evaluate and enhance program services and delivery methods.
  8. Budget and Policy Management
    1. Develop and manage the program budget in collaboration with senior management and the Board of Directors.
    2. Update program policies and procedures, ensuring compliance with DEI and trauma-informed principles.
  9. Child Safety and Crisis Intervention
    1. Monitor and review situations that may impact child safety to prevent crises and placement instability.
    2. Provide guidance during crisis situations and coordinate with relevant agencies, ensuring a trauma-informed
      approach.

Qualifications

  • A Master's degree in social work or a closely related field is preferred but not required
  • At least three years of documented experience working with children or youth in a licensed daycare facility, school setting, juvenile rehabilitation, residential care, child placement agency, supervised visitation, as a licensed foster parent or equivalent service organization.
  • Previous experience managing a growing team required.
  • Able to work in-person during typical business hours.
  • Access to reliable transportation + clean driving record.
  • Pass a criminal and child welfare background checks.
  • Excellent written and verbal communication skills.
  • Knowledge of the Google office suite is preferred, and an Apple
    computer will be provided.
