OVERVIEW & PURPOSE

Reporting to the Caregiver Support Program Manager, the Caregiver Support Project Supervisor oversees a team of up to 6 Full-Time Equivalents (FTEs), including Behavioral Case Aides, and Placement Support Managers (aka Case Managers). As a vital member of Fosterful’s program leadership team, the Supervisor is responsible for managing staff and processes while ensuring effective delivery of trauma-informed services and the development of Caregiver Support Plans. This role requires compliance with organizational standards and state contract requirements, comprehension of complex operations, as well as maintaining timely and high-quality service for caregivers and children in foster care. The Supervisor must possess strong communication skills to clearly convey expectations and foster a culture of Diversity, Equity, Inclusion (DEI), and cultural competency, ensuring that employees feel valued, heard, and safe, ultimately enhancing the positive impact on the clients served.

BENEFITS

This is a full time salaried position starting at $61,356/year, located in Vancouver, WA. A benefits package and parking will be included.

Caregiver Support Program Management

  • Identify, recommend, and implement program and process improvements for Caregiver Support Project (CSP), specifically Case Aide services and Case Management services, in performance with team feedback/guidance and with support from the Program Manager and the Executive Director of Fosterful.
    • Collaborate with the Program Manager to create and implement onboarding and training tools for all Case Aide and Case Management staff in line with contract requirements.
    • Collaborate with the Program Manager to create and implement processes and procedures for Case Aide and Case Management work across Fosterful programs.
    • Collaborate with the Program Manager to create and implement processes and procedures for all training required for service provision in line with contract requirements and WACs.
  • Review, allocate, and approve program-related expenses for direct reports and as directed by the Program Manager.
  • Work with senior leadership to ensure effective continuous quality improvement of the CSP, ensuring adherence to legal and organizational requirements, including mandatory reporting.
  • Complete data-tracking metrics and reports, highlighting successes and challenges as identified.
  • At the direction of the Program Manager, complete documentation and reporting necessary to maintain effective reporting for associated grants and program contracts.
  • Assist leadership in ensuring that learning opportunities and support groups are made available to families and staff as needed.

Staff Supervision and Management

  • At the direction of the Executive Director and the Program Manager, supervise a team of up to 6 FTE Placement Support Managers (Case Managers) and Behavioral Case Aides (Case Aides) that serve the entirety of Fosterful’s CSP service area.
  • Train all Case Managers and Case Aides in all aspects of their work, ensuring effective and efficient assessment of need, planning, and implementation.
  • Manage the Case Managers, who are responsible for developing and managing Caregiver Support Plans.
  • Coordinate assignment of Case Aide work across all Fosterful programming.
  • Oversee, support, and develop the Case Aide/Case Management teams, including training, new hire orientation, supervision, yearly performance evaluation, and promotion of staff.
  • Support staff to ensure that services provided are high quality, consistent, and responsive to child and family needs.
  • Monitor professional practices of direct reports, ensuring compliance with agency goals, values, policies, and procedures.
  • Assess strengths and needs of staff; support and facilitate ongoing professional development.
  • Regularly facilitate one-on-one and group supervision, utilizing reflective supervision skills, to develop clinical knowledge and skills, promote self-awareness, encourage collaboration amongst team members, and ensure consistent communication between staff and leadership.
  • Monitor, manage and assign staff caseloads, setting and adjusting work to be accomplished by both Case Managers and Behavioral Case Aide staff.
  • Maintain strong ethical boundaries and ensure staff are adhering to their professional code of conduct while fostering a collaborative work environment that values Diversity, Equity, Inclusion, and cultural competency.

Direct Service

  • Supervisors are expected to carry a small caseload to meet the needs of the program which will change over time as the program evolves.
  • Assess and support youth and families with Case Aide Services and/or Case Management Services as assigned and described in the Placement Support Manager and Behavioral Case Aide job descriptions.
  • Provide coverage for supervisees and at the direction of the Program Manager.
  • 24 hour on-call phone support, one day per week.

Partnership/Engagement

  • Collaborate with staff and managers in other Fosterful programs as needed to ensure appropriate cross-program referrals and consistent service delivery is provided.
  • Coordinate with the Communications team on media content regarding issues related to Caregiver Support Project, including storytelling opportunities.
  • Represent Fosterful in community and coalition meetings, events, partner, and donor meetings as directed by the Program Manager and Executive Director.
  • Serve on internal and external committees as assigned.
  • Collaborate with key partners across organizations providing similar services (at the direction of Program Manager) to ensure Fosterful provides Case Aide services consistent across providers.

SKILLS + QUALIFICATIONS

  • A BSW or equivalent (social services, human services, behavioral science, or allied field) is the minimum requirement (MSW or equivalent is preferred)
  • 4+ years of experience providing holistic and trauma informed care
  • 1+ years of experience in supervision or administration of social services preferred
  • 1+ years of experience supervising and mentoring a team of 3+ individuals preferred
  • Knowledge of child development and family systems
  • Knowledge of child welfare, foster care, guardianship and adoption and the needs of families supporting children through transitions and post-permanency
  • Ability to demonstrate initiative, discretion, maturity, flexibility, and independent judgment required
  • Ability to work with individuals and effectively communicate across the spectrum of age, religion, race, culture, socioeconomic status, sexual orientation, and gender expressions & identities, ensuring interactions are inclusive and sensitive
  • Collaborate effectively with a skilled team, Tribal Leadership, DCYF and other community partners
  • A team member with a respectful and accessible approach to their work who is comfortable with situations of ambiguity and able to relate to a wide range of clients and team members
  • A highly competent team player who is motivated by Fosterful’s mission and the services the organization is providing
  • Strong written and oral communication skills; experience communicating through verbal and written formats while balancing responsiveness, empathy, and directness
  • Ability to flex hours to accommodate client and staff needs on an occasional basis
  • Ability to effectively manage deadlines, prioritize tasks, and utilize time efficiently with colleagues and clients
  • Ability to confidently navigate complex conversations with staff and families
  • First Aid/CPR/BBP Certification
  • Willingness and ability to work at Fosterful’s offices, and travel as needed to other WA state counties
  • Valid Driver’s License, reliable vehicle, current auto insurance
  • Must be at least 21 years of age.
  • Pass a criminal and child welfare background checks
